I think people would strongly resist such legislation. Assuming people did accept it though, I doubt it would change people's interests. People are forced to learn how to do all sorts of things in school, but it doesn't make them any more interested in those subjects.

Also, I like the idea but it doesn't make much sense for small numbers. Just imagine speed limit signs with figures like 2.0×10^1m/s.
