No, it isn't, red light might raise intraocular pressure (glaucoma sufferers are sometimes prescribed glasses with green lens for the opposite effect).
I also used f.lux when it was all hyped up, but either it distorted colours too much on default settings or it had no effect at all. If the goal is to make somebody fuck off the computer, defaults work but not in the described way.
