I'm sure plenty of them are eligible for section 8 and other government assistance which may make this economically feasible (and frankly, I love the idea of warehousing social misfits). On the other hand, they're eligible for these programs which means something is wrong with them. I think there may be considerable interpersonal strife among housemates.
