Programming you can learn online, C is good for videogames, art is something you have to work at, get a blank piece of paper and a pen, you'd have to pen a story and make some music and SFX with rosegarden or something like that.

Stick to basic 3d shapes before you try complicated forms, then go back and try to figure out what 3d shapes the complicated forms are comprised of.

You could either use dynamic DNS or find some free hosting that supports Perl. I used to have Kareha board on freehostia a couple of years ago.
If you want to be able to do more and configure everything yourself, look for a starter-level VPS. They cost as little as cheapest web hosting, but allow you to do much more. Of course, you will have to setup and configure most of the things on VPS yourself.
