When I don't use caps, it's a stylistic choice because a) I feel like there's a distinctly different tone implied, and that tone happens to be more appropriate to the message I'm sending; and/or b) it enhances the anonymity aspect of the board when I don't use a consistent writing style across the posts I submit, and I like that idea.
