When I did C it was so labor intensive to experiment with things that I'd just stick to the game plan and never deviate.

You could either use dynamic DNS or find some free hosting that supports Perl. I used to have Kareha board on freehostia a couple of years ago.

If you want to be able to do more and configure everything yourself, look for a starter-level VPS. They cost as little as cheapest web hosting, but allow you to do much more. Of course, you will have to setup and configure most of the things on VPS yourself.

You can get a domain name for ten dollars per year.
