Not just in Iraq but across the middle east national borders are all kinds of fucked up and it's directly traceable to the legacy of western colonialism. Sunnis and Shiites who've spent the past 14 centuries murdering the shit out of each other were suddenly forced to cooexist as "Iraqis", meanwhile 30 million Kurds were split up between 4 different countries.
I'm not particularly making a value judgement against colonialism there. But when there was a strong, central authority like the British or Saddam or the Americans there to force all these disparate people who fucking hate each other to stop blowing themselves up for a bit it might have been peaceful but as soon as that strong authority left, so did the peace. If it hadn't been ISIS it would have been someone else, and even if you destroy ISIS it'll just be someone else in a few more years as long as that power vacuum isn't filled.
As long as people who want nothing to do with each other are forced to exist under the same artificial state because their ancestors happened to live on one side of a line drawn on a map 90 years ago by some guy in London, and on and as long as American politicians continue to force their fetish for the status quo and straight lines on a map onto the rest of the world, the region will probably continue to be a violent hellhole wracked by sectarian violence. ISIS is only a symptom of a larger problem.
