1) Limited vocabulary, probably. I don't think they'd use "gorgeous" if they thought harder about the connotations.
2) Many, many people are of the impression that flattery is a moral obligation and go immediately for appearance (for which a baby is even less responsible than its behavior). Regard it as "manners" if you must, but I beg to differ. It's really about the parents. And I'd rather just be nice to the baby in a way it understands (smiling, games), and wait for it to have done something praiseworthy before praising it.
3) Also, some people allow how they feel about babies (it's fine to be a little biased and think they are wonderful...) to completely overshadow the facts about appearance. All difference of opinion and standards aside, only a small number of babies are as aesthetic as the Gerber Baby. That's why she's the Gerber logo.
Technically, though, a judgment of appearance can be used to answer "how is babby formed?"
